Strategy in complex systems
Define the real strategic question, the choices that matter and a path forward when the issue spans mandates or organizations.
Strategy for challenges that cross boundaries
Axial Strategy helps organizations make progress on complex work that crosses mandates, sectors and organizational boundaries. We clarify the strategic question, align the right partners and build the governance and path to execution.
Some problems sit neatly inside a function. The consequential ones often do not. Axial works where responsibilities, interests and institutions meet.
Define the real strategic question, the choices that matter and a path forward when the issue spans mandates or organizations.
Build partnerships that are clear about purpose, value, roles, decision rights, resources and accountability.
Connect market intelligence, policy and delivery to strengthen competitiveness, resilience and the capabilities a region needs next.
Turn an emerging opportunity into a pilot, program or operating model that can earn trust, learn in the real world and scale.
Start with a business decision, workflow or service problem. Identify where AI may create value, then design the process, governance and adoption path around it.
How the work moves
Axial does not force every challenge through a fixed framework. The method adapts to the problem, but the discipline is consistent.
Find the real challenge beneath the presenting issue. Clarify the evidence, assumptions and choices that matter.
Surface the interests, constraints and shared value that determine whether partners will actually move together.
Define the partnership, governance, operating model and decision rights the work needs.
Create the roadmap, pilot and decision cadence that turn a credible direction into coordinated action.
Experience behind the work
Axial Strategy is led by Leslie Fink, a strategist and former municipal economic development leader with more than two decades of experience across the public and private sectors.
Leslie led the City of Toronto's Sector Development Office and served as Acting Director of Business Growth Services. Earlier, she spent more than a decade in national retail across strategy, sourcing, supply chain, analytics, financial planning and merchandising.
Across those roles, the pattern has been consistent: define what should exist, align people around it and build the structure to move it forward.
Built first-of-kind public programs and pilot platforms.
Structured partnerships across government, industry, academia and community organizations.
Led sector competitiveness work spanning green industries, food, life sciences, manufacturing and technology.
Turned early concepts into governed, funded and operating initiatives.
